Charlotte County 公共工程 Stormwater division is tasked with preventing harmful pollutants from running off into local water bodies. Polluted stormwater runoff is a leading cause of impairment to surface waters in the United States. The 雨水管理 Division’s mission is to maintain the flow of stormwater 和 sustain the quality of our waterways.

The Excavations Division oversees all excavations in the County through administration of the Excavation 和 Earthmoving Code of the Charlotte County Code of Laws 和 条例. This code is located in Section 3-5, 第23条, starting with Section 3-5-470, of the Code of Laws 和 条例 (Code).

- Excavation means the removing of material below the seasonal high groundwater table.
- Earthmoving means any 和 all activities resulting in the repositioning of the terrain including the excavation of lakes, 坑, 和 depressions; mounding, 储备, the creation of berms; 和 the transporting 和 installing of fill.
County property owners are required to submit a permit application to the 社区发展 Department before digging a hole or removing dirt, rocks, or shell from a site for any reason. The 挖掘代码 applies to small property owners wanting to dig a fishpond as well as to large property owners planning a commercial operation.

These are small-scale activities that are not considered excavations because the impacts of the activity are considered minimal, such as the installation of utilities, 放置化粪池, digging for small swimming pools, 小型农业池塘, 和 stormwater detention ponds. Section 3-5-475 of the Code describes these in detail. A person contemplating such an activity must still 提交申请, called the Excavation Exemption Request, 和 be approved by the Excavation Administrator before being officially exempted.

The function of the County Surveyor is to review subdivision maps as prescribed by state law, prepare legal descriptions 和 maps for other county departments, 和 ensure that sound surveying is used in the preparation of maps 和 plans for project development within the county. The Surveyor ensures these maps 和 plans conform to the conditions of approval, 当地的法令, 发展标准, 以及州法律.
